Reform of four critical Local Agent Decisions: OSP joint proposals are on the table

USHU together with like-minded trade unions - U4U, USB EEAS and PLUS - has submitted a joint set of detailed proposals to the European Commission and the EEAS for the reform of the four critical Local Agent Decisions now under review:

 

  • Conditions of Employment — Joint Decision C(2019) 5686

  • LA Provident Fund (LAPF) — Joint Decision C(2019) 5685

  • LA Medical scheme — Joint Decision C(2019) 5684 and ADMIN(2020) 23

  • Salary Review Methodology — EEAS DEC(2014) 004 and related instruments

 

We have not made general demands. We have provided concrete, article-by-article recommendations for each Decision — grounded in the Framework Rules, in international standards, and in evidence gathered directly from Delegations, including your responses to our surveys on job classification, health coverage, savings and salaries.

 

Summary of our proposals for Improvements :


  • Salary — inflation protection, fairer comparators, job-matching that reflects the work you actually do, and a guaranteed review cycle.

  • Conditions of Employment — transparent reclassification, proper redundancy safeguards, stronger severance, equal treatment for all, and a real duty of care in security and crisis situations.

  • LA Provident Fund — a guarantee on the capital you paid in, access when you genuinely need it, faster payment to families, and action against double taxation.

  • LA Medical — better reimbursement, direct billing so you no longer pay large sums upfront, coverage that lasts into retirement, and the scheme's surplus put to work for members.

 

Why now: the Administration expects preliminary discussions to commence in Q4 2026 and a formal social dialogue session in early 2027. By putting our proposals on the table upstream and in advance, we help shape the agenda and keep the process on track — in fact, these recommendations can serve as a useful checklist for the social dialogue sessions themselves.

 

This is a genuine Trade Union coalition initiative in the interest of Local Agents across the globe. USHU welcomes a strong and coordinated approach with like-minded Trade Unions and to all the staff who responded to the surveys that gave these proposals real weight.
